EDF, GST and tax for Indian YouTubers and creators earning from abroad (2026)

If YouTube, a foreign brand or a platform pays you from abroad, three sets of rules meet: RBI's export rules (the EDF), GST and income tax, plus US withholding on YouTube. Some answers are settled, some aren't yet. Here is what is known as of October 2026.

Do creators file the RBI Export Declaration Form?

The regulations require an EDF from every exporter of services from 1 October 2026, and they define "software" to include audio and video signals delivered online, so creator income can fall within them on their wording.

On 7 October 2026 RBI's Governor said individuals don't have to report transactions of a personal nature, whatever the amount; his examples were tutoring and small software work for clients abroad. Creators weren't named, and RBI's promised FAQ isn't out yet.

  • Working as an individual: you may well not need to file, but it isn't settled for platform income such as AdSense. Ask your bank whether it wants an EDF from you.
  • Working through a company, LLP or partnership firm: file the monthly EDF like any service exporter.
  • Either way, keep a record of each payment and what it was for, and make sure the money reaches your Indian bank account.

How YouTube and AdSense pay Indian creators

  • Google pays AdSense and YouTube earnings in India only by wire transfer to your bank account; cheque and EFT aren't offered for India (Google's payment methods table). Your bank converts the dollars to rupees.
  • Google doesn't issue a FIRA. Ask your bank for a FIRA or e-FIRC for the credit; banks issue one on request, some for a fee.
  • Your bank asks for the purpose of each inward payment. There's no official code for platform ad revenue: P1007 (advertising) is the code most often cited by fintech guides. Ask your bank which it uses, and avoid personal codes such as P1301, which describe family remittances, not income.

US tax withheld from YouTube earnings

Google withholds US tax on what you earn from viewers in the United States: ad revenue, YouTube Premium, Super Chat, Super Stickers, Super Thanks and channel memberships.

  • With your tax info submitted in AdSense and the India–US treaty claimed: 15% of US-viewer earnings, the rate in YouTube's own India example.
  • With tax info but no treaty claim: 30% of US-viewer earnings.
  • No tax info on an individual account: 24% of your total worldwide earnings. So submit it (Form W-8BEN for individuals; YouTube asks for it by 10 December each year).
  • Google classes YouTube Partner Program income as "other copyright royalties" and AdSense as "services" for this purpose. You can claim credit for US tax withheld against your Indian income tax: ask a CA.

GST

  • Registration is needed once your aggregate turnover crosses ₹20 lakh in a financial year (₹10 lakh in some states), and foreign earnings count towards it.
  • Income paid in foreign exchange by a foreign company such as Google for services you supply from India is generally treated as an export, which is zero-rated: no GST if you have filed a Letter of Undertaking (Form RFD-11) for the year. Practitioners note it depends on the contract; no GST circular deals with YouTubers.
  • The SAC isn't settled: practitioners use 998365 (sale of internet advertising space) or an online-content code. Pick one with your CA and use it consistently.
  • Registered? Report the exports in GSTR-1 Table 6A and GSTR-3B; a period with export income can't be filed as NIL.

Income tax

  • Creator income is business or professional income. No Indian TDS is deducted on payments from Google or other foreign payers, so plan for advance tax.
  • Presumptive taxation for professionals (section 58 of the Income-tax Act 2025, the old 44ADA) covers listed professions; creators don't appear in the list. The presumptive scheme for businesses may fit instead. Ask a CA which applies to you.
  • Keep the FIRA or bank advice for each foreign payment: it supports both your income and any GST export claim.

Brand deals, Patreon, PayPal and other platforms

  • Foreign brand sponsorships: issue an invoice (an export invoice with the LUT endorsement if you're GST-registered) and ask the brand to pay by wire or through a licensed provider, so the payment carries a proper purpose and you get a FIRA.
  • PayPal India asks you to set one purpose code before you can withdraw, and generates a FIRA automatically.
  • Patreon pays creators outside the US through PayPal or Payoneer; Instagram/Meta and Twitch pay by bank transfer or PayPal, depending on the country. Keep each provider's FIRA or advice.
  • Holding earnings in a foreign wallet or account instead of bringing them to India can be a problem under FEMA, and a foreign account may need reporting in your tax return: ask a CA.
